PRECUP 5-YEAR PROGRESS REPORT ON LOCAL CULTURAL INVENTORY SUBMISSION
LOOK: The Philippine Registry of Cultural Property (PRECUP) Office concluded 2022 with recorded 980 Local Cultural Inventory (LCI) submissions from the Local Government Units in the country.
Between 2018 and 2021, the NCCA and the Department of the Interior and Local Government (DILG) published 2 Joint Memorandum Circulars (DILG-NCCA JMC 2018-01 and 2021-001) intended to streamline and standardize the guidelines on the submissions of LCIs. It included the submission of documentary requirements and the issuance of a Certificate of Compliance.

In 2019, the Seal of Good Local Governance (SGLG) was put into law. It included the "Existence of an updated Cultural Property Inventory in the LGU" as one of the criteria under Tourism, Heritage Development, Culture and the Arts. This may have contributed to the significant increase in LCIs received by the PRECUP Office. [ https://www.officialgazette.gov.ph/2019/04/12/republic-act-no-11292/ ]
Come the Covid-19 pandemic in 2020, the LCIs submitted notably decreased due to heightened restrictions. The year 2021 to 2022, on the other hand, saw a resurgence of LGUs in the submission of their respective LCIs, which may also be due to different indicators such as the return of office operations, strengthened coordination with the LGUs through the existence of the Viber community [ https://tinyurl.com/PRECUPdatesViberCommunity ] and continuous information dissemination about the registry and the standards of submission.

We encourage other LGUs to submit their updated LCIs for the year 2023 before the annual deadline on December 15, 2023. Pursuant to the DILG-NCCA Joint Memorandum Circular 2021-001 or the Amended Guidelines on the Standardized Submission of LCI under the PRECUP for the Issuance of Certificate of Compliance (COC) to Local Government Units (LGUs), if the LGU complies with the documentary and minimum data requirements, they will receive a COC from the Commission that will be valid from the date of issuance until December 31 of the following year.
