The construction of this facility was authorized by Commonwealth Act No. 67, with the purpose of replacing the Old Bilibid Prison in Sta. Cruz, Manila. The prison's historical background is tied to the events of World War II, where it was used by the Japanese as a camp for civilian Axis prisoners. Its history bears witness to the impact of the war on the country. The New Bilibid Prison serves as a major correctional facility in the Philippines, playing a central role in the country's penal system.
